Direct answer: PSCR is a voluntary, non-statutory RMCA programme publishing educational and programme information. It is not a regulator, does not audit or guarantee firms, and does not guarantee safeguarding, solvency, recovery of customer funds or bank access.

Programme identity
The Payments Safeguarding & Conduct Register (PSCR) is an operating programme and public-facing framework of Responsible Markets Conduct Association. It is not a separate legal person. RMCA is the contracting and governance body for PSCR services unless specific written terms state otherwise.

Current public status
Live public functions
- Public programme, framework and safeguarding educational information.
- The PSCR Legal & Transparency hub and the current PS-01, PS-02, PS-04 and PS-05 notices.
- Clearly labelled fictional interface demonstrations and public learning materials that confer no status.
Planned, private pilot or not currently operational
- Payments Entity Index and profile claim.
- Participant applications or a participant register.
- Safeguarding Passport. The PS-04 legal notice is published, but no institution-specific Passport is active.
- Institutional access and evidence rooms.
- Relationship records and market-access introductions.
No roadmap, label, design demonstration or description makes any of these functions live. No real institution record, participant status or private institutional service is currently published or activated.

Non-statutory boundary
RMCA is independent, voluntary and non-statutory. Neither RMCA nor PSCR is a government department, statutory regulator, public authority, licensing body, credit-rating agency, statutory auditor, law firm, bank, electronic money institution, payment institution, investment firm, ombudsman or statutory compensation scheme.
A record, report, review or evidence level is not regulatory authorisation, certification, investment advice, a credit opinion, a solvency assessment, a guarantee of compliance, client protection or future conduct.
PSCR does not make bank onboarding, account, safeguarding-account, merchant-acceptance, credit, solvency, risk-appetite or supervisory decisions and does not discharge any statutory duty.

Exact entity, activity and jurisdiction
Any substantive conclusion is limited to the exact legal entity, activity, product or service, customer type, jurisdiction, evidence period and limitation expressly identified. A brand, group, common shareholder, shared website, office, introducer or service provider does not transfer a licence, safeguarding arrangement, compensation route, complaint route or evidence conclusion.
“EMI” is used only where legally or officially accurate. Users must verify current status, permissions and remedies with the cited official authority and obtain local advice where needed.

Records and evidence meaning
PSCR distinguishes programme participants, indexed public-source records, former or historical records, research or event records, and clearly labelled fictional demonstrations. Those classes are not interchangeable.
“Indexed” would mean only that RMCA created a source-bounded information record. It would not mean application, participation, consent, approval or endorsement. Evidence is field-level and scope-specific; “not evidenced within the reviewed scope” is not proof that an arrangement does not exist.

Safeguarding and resolution boundary
Safeguarding evidence is entity-, activity-, customer- and jurisdiction-specific. It is not an audit, solvency opinion, FSCS promise, deposit guarantee, safeguarding guarantee or assurance that customer funds will be returned in full or promptly.

Institutional and market-access boundary
Any future institutional service may support structured due diligence, monitoring or consented evidence exchange. It will not guarantee a bank account, merchant acceptance, processing, safeguarding account, insurance, credit, investment, partnership or other commercial outcome.

Use, accuracy and liability
Public information may be incomplete, delayed, superseded, jurisdiction-specific or affected by source errors. No representation is made that a website, register, source link, alert or data feed is continuously available, complete, real-time or suitable for a particular purpose.
Nothing excludes or limits liability that cannot lawfully be excluded, including liability for fraud or fraudulent misrepresentation or mandatory consumer-law liability. Users should rely on this canonical page and dated notices for the present PSCR position.

Legal effect, changes and contact
Unless a separate contract states otherwise, this notice and related non-contractual obligations are governed by the law of England and Wales, subject to mandatory rights and applicable forum rules. RMCA may amend this document prospectively; the current version and effective date appear above.
